It is imperative to maintain a professional, respectful, and collaborative work environment for the smooth and efficient functioning of the organization. It has been brought to notice that there are increasing instances of inappropriate behaviour and discourteous conduct on the part of some non-teaching staff towards Principals, Vice Principals, and teachers.

Specifically, it has been reported that teaching staff are not being accorded basic courtesies such as being offered a seat upon visiting the Vidyalaya Office. Further, the conduct of certain office staff, including Office Superintendents, Senior Secretariat Assistants (SSAs), and Junior Secretariat Assistants (JSAs), has been found to be rude, uncooperative, and lacking in professionalism. There are also complaints that grievances and representations submitted by the teaching staff are not being addressed in a time-bound and responsive manner, often remaining unresolved for extended periods.

Such behaviour is unacceptable and reflects poorly on the working culture of the institution. In a residential co-educational setup like Jawahar Navodaya Vidyalayas (JNVs), it is essential that all staff members-teaching as well as non-teaching-work in a spirit of mutual respect and cooperation. It must be emphasized that the Principals, Vice Principals, and teachers constitute the field functionaries who shoulder the core responsibilities of student development and academic excellence. The role of non-teaching staff is crucial in supporting and facilitating the effective discharge of these responsibilities.

In view of the above, it is hereby directed that:

All non-teaching staff under your jurisdiction must be sensitized about the expected standards of behaviour, professional ethics, and the code of conduct laid down for government employees. Regular orientation or awareness sessions may be conducted to reinforce the same.

A culture of mutual respect and cooperation must be fostered within the Vidyalaya campus. All staff members should be reminded of their responsibility to uphold the dignity of the workplace and treat their colleagues with courtesy and fairness, irrespective of designation.

Immediate action should be taken in cases where deviations from the expected conduct are observed. Any act of misconduct or disrespectful behaviour must be viewed seriously and dealt with as per the relevant conduct rules and disciplinary procedures.

Principals must ensure that teachers and other academic staff feel supported and respected within the school office and administrative spaces. Instances where they are denied basic courtesies or face avoidable delays in administrative matters must be firmly addressed.
